活目（イクメ）は五人に勅令を出した。

大水口宿禰は穂積一族の先祖です。
活目はこの言葉を聞き、探湯主（クカヌシ）に占うよう命じた。
探湯主は中臣一族の先祖です。

この年、活目は来目邑に朝廷の直轄地を作った。
