足仲彦（タラシナカツヒコ）は家臣に熊襲討伐を相談した。
丁度その頃、ある神が皇后に降臨し、神託を言った。
「何故、足仲彦天皇は熊襲が服従しないことを悩むのでしょか。
熊襲の土地は荒れて痩せています。
戦いをして討伐する価値が無い。
熊襲の土地よりも肥沃で宝のある国。
例えば、処女の眉の様に海上に見える国がある。
眩い金や銀や彩色がたくさんある。
これがあるのが栲衾（タクブスマ）新羅です。
もし私を十分に祀ったら、刀を血で濡らす事無く、新羅は服従するだろう。
また、熊襲も服従するだろう。
祈祷する時は、天皇の船と水田をお供え物にしなさい。
水田の名は大田です。
（水田は、踐立（ホムタチ）が天皇に差し出した。）

また私の先祖の歴代天皇は数多くの神を祀っています。
祀っていない神が残っているはずがありません。」

「水に映る影の様に、見下している国を、国が無いとは何か。

あなたは私の言葉を誹謗する。

あなたはこの様に言って実行しないのであれば、あなたは国を保てないだろう。

しかし、皇后は子どもを宿している。

その子が国を得る事が出来るだろう。」
